According to Wikipedia, “Loitering” is “the act of remaining in a particular public place for a protracted
time without an apparent purpose. It is illegal in various jurisdictions”.
Why is it
“apparent” that these people are trying to surf? Because they are wearing body
gloves? Because they are sitting on surf boards? Because they are in the sea?
Or just because it is Malibu? I see no
waves, and I have seen fewer people harassed for ‘loitering’ under less awkward
situations.
